Wind Drag in LPT module

Hello,

I have a 2D model and working with the Lagrangian particle tracking module, I read the new version of the manual (EFDC_Theory_Document_Ver_10.3_2022.05.03) and also looked at the paper (Kim T-H, Yang C-S, Oh J-H, Ouchi K (2014) Analysis of the Contribution of Wind Drift Factor to Oil Slick Movement under Strong Tidal Condition: Hebei Spirit Oil Spill Case. PLoS ONE 9(1): e87393. doi:10.1371/journal.pone.0087393) but I still have a problem specifying A, and B coefficients in the wind drift effect part of the LPT module.
Can you guide me on how to calculate these coefficients?

This coefficient is measured, so it cannot be calculated, when it cannot be calculated we can use the coefficient they have given in the paper.
