EFDC Wind Shear and Wind Sheltering

Hi,

Does EFDC and EFDC Explorer allow specification of wind speed and wind direction time-series to calculate internal wind shear stresses? Also, can one specify in the model a spatially-varying wind dampening or sheltering coefficient to simulate the dampening effects of submersed aquatic vegetation on wind shear stresses at the water surface?
