Can i simulate a closed culvert (not open surface) in EE?

I am trying to simulate a closed culvert. The flow in the culvert is open surface sometimes but pressurized at other times. Is there an option in EFDC to simulate this configuration?

I am not sure whether you can simulate the closed culvert with EFDC. May be you can achieve this with other softwares such as Flow3D.
